Different schemes cover different needs, administered by different agencies, with different eligibility criteria. Each Scheme in Detail

AIC Seniors' Mobility and Enabling Fund (SMF)

Up to 90% subsidy

The most useful scheme for most families. Covers assistive devices including grab bars, walkers, rollators, wheelchairs, shower chairs, and fall detection devices. Singapore Citizens and PRs aged 60+ with household income ≤ S$2,800 per capita per month.

Age: 60 and above

Eligibility: SC/PR, income-tested

Covers: Mobility aids, safety equipment

HDB Enhancement for Active Seniors (EASE 2.0)

Up to 97% subsidy

Covers physical home modifications for HDB flat residents: ramps, anti-slip floor treatment, grab bar installation (labour), widened toilet entrance. Available to HDB residents with a household member aged 65+ or with disability. Subsidy level based on flat type — 2-room Flexi and smaller flats may receive near-full subsidy.

Age: 65+ (or PWD in household)

Community Health Assist Scheme (CHAS)

Subsidised GP visits

Provides subsidised outpatient care at participating GP clinics and dental clinics for Singapore Citizens. For seniors, CHAS covers chronic disease management (diabetes, hypertension, arthritis), mental health consultations, and preventive health screenings at significantly reduced cost. Most seniors qualify for the blue or orange CHAS card.

Age: All Singapore Citizens

Pioneer Generation Package

Permanent benefits

For Singapore Citizens born before 1950 who became citizens before 1987. Additional benefits

ElderFund

Up to S$250/month

For severely disabled Singapore Citizens aged 30+ who need long-term care. Provides up to S$250 per month to help offset caregiving costs. Assessed by AIC based on functional disability and financial need. Can be combined with other schemes.

Eligibility: SC, severe disability, income-tested

Home Caregiving Grant (HCG)

S$400/month

For Singapore Citizens and PRs who are moderately to severely disabled and living at home with a caregiver. Provides S$400 per month to the caregiver to offset costs. Assessed by AIC. The care recipient must be assessed as requiring help with at least 3 Activities of Daily Living (ADLs).

Age: Any age

Eligibility: SC/PR, moderate-severe disability

Covers: Monthly cash grant to caregiver

4 Things Every Singapore Family Should Know

Apply for SMF and EASE 2.0 together

Many families don't realise these two schemes are separate and complementary. SMF covers the grab bar (equipment), EASE 2.0 covers the installation labour. Apply for both at the same time — the OT assessment is shared.

Start the OT assessment first — it unlocks everything

An occupational therapy assessment is required for SMF, EASE 2.0, and ElderFund. Book one appointment and use the OT letter for multiple applications. You can book via AIC at 1800-650-6060.

Pioneer and Merdeka Generation benefits are automatic

You don't apply for these — if your parent qualifies, the benefits are applied automatically. The key action is ensuring they have a valid NRIC and are registered with a CHAS GP clinic to access the higher subsidy rates.

Never buy assistive devices before getting SMF approval

AIC SMF does not reimburse retrospective purchases. The sequence is: OT assessment → AIC approval → purchase. Buying first means losing the subsidy entirely.
